Law No. 18 of 2012 concerning Food, provides the basis for regulations in creating food sovereignty, food self-sufficiency and food security. In order to realize these big goals, the Food Law clearly mandates the need to establish a food system that is in accordance with the potential of local resources.
In addition, the food system has become one of the national priority activities as stipulated in Presidential Decree No. 18/2020 concerning RPJMN 2020-2024, namely the Priority Program for Increasing the Availability, Access and Quality of Food Consumption, with Priority Activities for Improving National Food System Governance. Furthermore, these priority programs become the direction for annual planning and budgeting, which are contained in the Government Work Plan (RKP).
The transformation of the food system, are, needs to be emphasized on several things: i) strengthening the capacity / capacity of production and domestic food availability in a more sustainable manner to meet the need / demand for quality and safe food; ii) facilitating a conducive environment for the development of local food industrialization; iii) stabilization of access to food; iv) strengthening farmer corporations and efficient food distribution; and v) strengthening the quality of food aid for food insecure households.
The food system is a series and linkages of sub-sub systems that are complex and involve many parties. Therefore, the transformation of the food system needs to be conducted through a multi-stakeholder approach; not only actors at the domestic level, but also actors at the global level, including development partner institutions and representatives of other countries.
The food system dialogue must also involve various sectors, not only elements of the Central Government, but must also involve the Regional Government, elements of food producers, elements of business actors, elements of academia / research, to elements of NGOs.
The government also views it as important to develop regionalization and localization of the food system; where the food system is based on the potential of each area. The consumption pattern of the local community also encourages local food / local wisdom in the region. Therefore, it is also necessary to facilitate the existence of a food system dialogue at the regional / regional level.
In line with this, the Government of Indonesia has committed to achieving the Sustainable Development Goals (TPB / SDGs). The government also gives a high commitment to make a real contribution to the 2021 United Nations Food Systems Summit (UNFSS).
The Ministry of National Development Planning / BAPPENAS has been nominated and notified as Member State National Convenor to coordinate and facilitate a series of food systems dialogues at the national and regional levels.(Red/Joe)
